Citizen Description: As most may have already guessed citizens are the “normal” individuals within society. The go to work (if they have a job), go to school college, hey they read the advertising lights that pass by them, and all the lovely activities that you can imagine being acceptable in society (I know that a good amount of them don’t but just go with me on this one, alright. 
) Now these people usually either soon find themselves caught up in the madness of the Keir Confrontaion Wars, begin to suspect something, or are late bloomers… meaning they develop unnatural abilities recently.
For an example, let’s say a male human who lives a normal life working at an office building. He is in his early twenties and work day in and out like the rest of his associates. Hangs out with his friends every now and then, likes to chase after a few girls once in awhile, and loves the bar. Once day he begins to see farther than anyone else, he can see a building a half a block away while the other “normal” people cannot see the building. He starts beginning to have more stamina, his muscles begin to grow without the effort of weight lifting (Wouldn’t that be nice, guys? Lol ) Then the Agency comes along… and tries to recruit this fellow… voluntarily… at first. Then they may or may not force him into working with them. Depends on the history of the character.
So basically something like the example above happens. Feel free to change it according to the history and background you want for your character. Also late bloomers for elementals could be placed her for a time. But eventually I will have to but it in the accepted elementals if that is the case. But it wouldn’t be right away
it has to go with the plot you have posted already on the board.
Anyways feel free to create different scenarios and all that. But I must warn you… no superman or superwoman stuff. Yes they have increased physical abilities but they are not so strong that they can lift up a full armored tank… >.>
They could lift the front of the car easily though… but that is with about half of their strength. Maybe full on lift a small car but trucks and all that… would be difficult. They would have to have muscles like those guys or women from those exercise commercials.
Also mental powers instead of physical powers can be used. But I would like you ask my permission first (more than likely you will be able to at this point). So move things with your mind or have fun messing with someone, but all these powers will have restrictions too. Only the best and most able humans will be able to fully control a person… this of course would take out a lot of energy on the user. With each member I will discuss limitations because I am sure that there will be many different abilities you can all come up with here. Elementals will not be given this advantage of mental abilities (they already are able to manipulate matter and such). So take advantage of this if you want, but just like the Elementals have restrictions so will you. Sorry but I want to be fair in this.
