The leaders of the two races can be found in the Sion District. To start off, there is Solaris the leader of Elementals whom fights against Eclipsis the leader of the Agents. Both struggle for dominance over one another. But a strong rivalry between the two has also caused the already intense discord between them to overflow, giving them more reasons and motivations to strike at one another. So Solairs keeps his HQ in Sion at a bar named Orexia, after the city. His second in command Zelena takes her place at Eira the “water spectacle” of the city, following his lead dutifully. Eclipsis leads his own mass of people at the Agent HQ with a firm grip. With a woman named Cross as his right hand agent. But there those that work outside of the conflict but are still tied to the war. Some are hired as a mercenary, some provide materials to one side, and others just fend for themselves but are hunted by either organization.
The humans that find out about the war between the races will generally find their way to the Agency, it is rare to find a human siding with the Elementals but it does occur, although most of the time it is through force. Even Elementals can be found siding with the Agency but there are some who are blackmailed or tricked into working with them. There is a policy when a human is found siding with the Elementals they are hunted down like one and the Elemental organization hunts down the Elementals that side themselves with the humans. No one is free from entanglement of this war unless they are normal citizens living out the average life.
Which is what each Elemental and Agent pretend to do. Living the life style of a professor, musician, an actor, a business owner, a mechanic, an other professions as their cover. So just like average citizens the Elementals and Agents make their homes in OreX hotel within Orexia, the regular apartments, the look-a-like homes in Suburbia, the Sunset Estates of the wealthy and famous, and of course the run down slums of the city. In Downtown one can head to the playground, the wonderful library, Sion Airport for flights around the world, the subway that can take anyone anywhere (as long as its within the city) and the industrial park for those people with the suits.
But just like any city, town or village there is always that deserted area. The old cemetery were the dead are buried forever in icy ground, the Blood Rose Carnival which seems to be dead is actually filled with old rides and usually bored teens, and last but not least the abandoned nuclear plant that was left behind from an earlier time, closed down over a hundred years ago. But you still have your industrial section of the district with the junkyard, the train depot (yes there are still trains but upgraded ;D), the machine shop to buy your robots or maybe even sell them, then the foul smelling sewers that are a necessity to society.
To the east of the City one can see Mirror Lake, which borders only one side of Orexia. Tall, green, plentiful but eerie Illusion woods surrounds the rest of Mirror lake's perimeter. Then one can see large cliffs as they rise, reigning over the north side of the lake, with the forestry surrounding it, they're called Suicide Cliffs. Named so because of its history of a massive cult suicide in the 1960's. Even rumors float around about ancient ruins are hidden somewhere nearby these treacherous cliffs. For all that searched for them generally never returned to tell if they were real or just made up folklore. Rumors also speak of dark creatures of the forest that will not hesitate in killing or injuring a wandering being. These are rumors of course or is there truth to these rumors? One can only find out by venturing there, you can take a boat from the Seaside Dock, travel down the Helix River which passes through Suicide Cliffs, and Illusion Forest. You could always drive there but flying about the thick tree line wouldn't allow much to be seen from above. Only the Suicide Cliffs are easily accessible with a fully functioning flying vehicle.
